FELINE FEATURES

This was me, Halloween 2012.


“Are you blind when you’re born? Can you see in the dark?”

If you’re a fan of the musical CATS chances are you’re answer would be a resounding, “YES!”

The musical CATS is known all over the world for it’s energetic dance routines, hauntingly beautiful music and colorful costumes and makeup.

Running for an astounding eighteen years on Broadway and twenty-one years in London CATS has garnered thousands of loyal fans who long to be part of the magic they see on stage. One way they doing that is by making, or buying their very own CATS costume.

Some costumes are elaborately painted unitards complete with hand stitched wigs, gloves, tails, shoes and face paint; others are as simple as face paint and a CATS t-shirt. The costumes and makeup fans create is as varied as there are characters on stage thus giving fans a wide variety of characters to choose from.

Creating a CATS style of makeup can be a lot of fun, but it can also become frustrating if it's your first time and you’re not sure what you’re doing so here are some simple instructions to help get you started.

What You Will Need:
·        Something to pull your hair back and out of you face (even if you have short hair)
·        Your choice of face paint
·        Translucent (clear) power and powder puff
·        Big fluffy brush to wipe away extra powder
·        Brushes – art brushes will work but make sure they are very clean
·        Black eye liner pencil with a
·        Cosmetic eye liner sharpener
·        Two containers of water (one each for dark and light colors)
·        Mirror
·        Makeup sponges (preferably one for each color) and one for blending
·        Towel or something to drape over you while you're applying the makeup and powder
·        A clear picture of the cat you are trying to recreate. It can be one of the cast members or one that you have drawn yourself
·        Spray bottle with water (optional)
·        Face soap such as Neutrogena for makeup removal
·        Wet washcloth

How To:
1. Always start with a clean face so that the makeup will go on smoothly and make sure that your hair is out of the way. If you will be wearing a wig put your wig cap on now.
2. Gather up all of the materials and find a comfortable place to work with lots of light. A table usually works best.

3. To help you avoid mistakes make sure your pets cannot jump on you while you are applying your makeup.

4. Apply the base color(s) with a damp sponge. Make sure the sponge is not too wet because this will cause a streaking effect and always be careful when applying makeup around the eyes.

*Tip* – Most, not all, makeups start with a white base and are applied in the “T” area which include, a line down the center of your forehead between your eye brows, just over your eye brows to just under your eyes, nose and all the way down to your chin or neck. Your second base color will be applied to the rest of your face. For designs that have various shades of the same color always apply the lightest color first and build your color up slowly.

5. Allow your base color(s) to dry (a fan usually helps) then apply a layer of power. Wipe away excess power with your large fluffy brush.

6. With a small liner brush, or a black eye liner pencil, begin applying the details to your makeup. Not all details are black; some are yellow, red, orange and white depending on the character that you are recreating. Allow your detail work to dry then add another layer of power as you did before.

This final step is optional.

7. After all of you makeup is dry and powdered hold a spray bottle an arm’s length in front of your face and lightly mist your face with water once or twice and allow it to dry naturally. This will create a “shell” over your makeup and helps it to stay in place without melting and is a trick used by the professionals when applying their makeup.

At the end of the day when you’re ready to take your makeup off use warm water and lather your face soap then apply to your face avoiding your eyes to begin with and wipe with a wash cloth. When you've finished taking the makeup off the rest of your face then wash one eye at a time keeping it closed until all of the makeup is removed. If you get water in your eye gently flush it out with water until all the soap is gone. Do not be alarmed if you have to wash your face more than one time. Sometimes it takes as many as six washings to remove all of the makeup.

Above all have fun and remember to take it slow; this is not a race it's art and if you make a mistake try to incorporate it into your makeup design. It’s okay if your final makeup varies from your picture, which should always be keep close by for reference.

Trapped! ~ Update at the VERY BOTTOM of this post.

I posted this on a public forum b/c I was trying to help my Mom. Instead of getting answers I got ridiculed and made fun of. I walked away hurt and upset b/c it’s hard for me to read how there are some people who are truly heartless and w/o compassion b/c let’s be honest, if they can’t have compassion for little animals I can’t imagine that they've have much more for people either.

Anyway after this I decided to leave that forum. They claim their a place where people can say what they like w/o fear of censorship from the moderators. A place where we can discuss happenings within the city and not be worried that one of the big wigs in town will see it and get mad so we’d have to tone it down and sell out the way the original “opinions and discussions” group did but what they really want is a place to act up w/o fear of retribution! They want to be able to flame someone w/o the moderators putting a stop to it. Well I’m done; I don’t need that kinda crap in my life!!!

So here ya go this is the thread that I started and a related thread that followed it. I thought about taking the last names off but since they pride themselves on “freedom” and choose not to close the group to outside members then I shouldn't be ridiculed for posting this on my blog!!!

Sometimes I hate the people in this city!!! My Mom just called me and said that some damn people down the street from her are catching cats and doing who knows what with them!!! She’d had two or three of her little cats missing and her and daddy just found one of them IN A TRAP!!! I called the police and they said that the traps aren’t illegal (dang it!!!) so now she just has to put up with people trapping her cats!!! What is she supposed to do??!?!?!!!!! SHE IS REALLY REALLY UPSET and I don’t know what to tell her.

It breaks my heart to see animals just let out to roam loose. I mean I understand cats do get loose every once in a while as I have had cats before but it didn't take me a day to get them back inside. But to see animals taken in by a family and let loose again just to roam free is wrong in my opinion. Yes cats and dogs have instincts to protect themselves in the wild but these days and times as people and their midset have evolved it is not safe to keep pets out. This post does not pertain to those people who have fences or the like to contain their animals. It would upset me as well Tim to have to fix my hood from a cat scratching the hood. I have a cat now and he doesn't go out ever. I had a dog before this in Alabama he was an inside/ outside dog but he was also collared and tagged in a fence. People chouls take responsibility for their actions if they are going to have a pet. They wouldnt let their child roam free like a stray or they should anyways a pet is no different.

I may be wrong but I thought the city made a law that said if you live in the city limits you could only have up to 3 cats or 2 dogs in your possession at a time. Does anyone know if that is still in effect?

It is nice that some people are concerned about the animals that run loose, it is just to bad they are not as concerned about other peoples rights and property. If the cats are loose then trap them just like when dogs are loose they catch them.

How many different ways do I need to say this so that you people can understand?!

The cats are the children of the children of the children (and so on) of their old pets that have passed on. They’re not all “petable” b/c they’re a little bit wild hence the reason they’re not “indoor cats”. How can you catch a half wild little cat who’s scared anyway?! But how can you let a poor little cat go hungry? Answer: ANYONE WITH A HEART COULDN’T!!!

And I find it very funny that it’s the heartless people who hate cats so much that get their cars messed up. That’s hilarious to me b/c neither my parents nor me have EVER had a cat mess up our cars. Why, b/c they know we care about them and they are thankful.

@ Katie – Know what I really love, well besides chocolate of course. Lipton’s Black Pearl tea in the pyramid bags! I don’t even like black tea but I love that brand but leave it to Walmart, they don’t sell them any more. But if you can find it somewhere try it it’s so worth it especially if you add cream and sugar to it. Yum!

Peggy I do agree with you my post wasn't to you LOL But I also love tea with a little milk and sugar in it YUM. I do believe that strays are a problem I am not against trapping strays at all trapping is humane because it is not harming the cats or dogs in any way. People are the ones partly responsible for strays they get a pet who then they let free and never got them fixed and they have babies etc. My kitty is at the vet as we speak getting fixed woohoo LOL.

If you cant contain your pets dont have them. Nobody else wants to care for them for you!!!!!!!! They have their own priorities. Keep your pets at home not on the street.You dont let your kids just run all over and crawl on people's cars and tear up things no I didnt think so. So y is it ok for your outside cat to do it. If you want an animal take care of it or dont have it. Quit bitching about people trying to get rid of stays. If you care put a collar on it or dont have them. I started this thread b/c my mother was upset and I didn’t know how to help her which in turn upsets me. I’m also upset that people can be so heartless and cruel as to trap poor little cats; I don’t care what their so-called reasons are. I did not attack Jerry but I sure as hell put an end to it b/c I went to his page AND BLOCKED HIM! So if he’s said something to me (or to you or to whomever) after my last post then I can’t see it therefore I cannot response. PROBLEM SOLVED!!!

Now I’m exhausted and I’m goin to bed. Yall wanta stay up and mess with then be my guess t but I’m done b/c I certainly did not get any help or any answers here save one or two people.

In my old house the neighbor had a cat who had babies of babies. And they were strays! The city of Mcloud said the cats wasn't a concern only the dogs. I am sorry to say this... but if they don't have a collar they need to be caught. These cats were mult like rabbits and next thing we knew they were under our house and then the duct work was clawed up. So the under the house was either hot or cold and we was paying the bill for nothing. I am sorry.... IF YOU WANT the animals you need to register them and make sure you keep your animals under control. I understand them getting out and wanting to find them. It happens but we are talking about STRAYS! But sometimes a problem can get worse and worse. As far as not wanting a boat messed up... or whatever. NO that's the person's property... and your animals have no right on or in it! Maybe peeps should start paying for damages your animals caused! Then you won't mind so much if they get caught when your money goes down the drain instead of someone elses!

@ Misty – They love all of these cats and they are putting collars on the ones that they’re able to catch. Mamma didn’t say if the one in the trap had a collar or not but chances are with the attitude these people have I honestly don’t think it would matter to them. But that is just my opinion.

In my neighborhood, NOT my Mom’s, I had a dog who tore up my trash almost every single day and I STILL DID NOT CALL THE POUND ON HIM! I complained but I still picked up my trash b/c I’d rather pick it up than have the dog pound pick it up and kill it!!!!! That animal’s life ment more to me than my own annoyance or personal inconvenience, it’s a pity that some people don’t have that kind of compassion!

You obviously know very little about the animal shelter here in this town. They do love and care for the animals. Shots, and baths and good meals. Very rarely do they have to put an animal to sleep. I dont know where you live but when I take out my trash I put it in a dumpster that has a lid. I have a small child that likes to play outside and 2 dogs (that came from the animal shelter)! I'm sorry that there is sooo many strays myself but I'm not going to beat the subject half to death. Pray for the animals!!!!!!! Lol

oh and I brought up my child to make a very valid point..strays have been commonly known to hurt children. Even if they dont mean to hurt them. Some strays are very dangerous to school children just walking to and from the school. I have seen this happen first hand. Have to look at it from ALL sides.

Hey you know....some of you people need therapy. just saying....I was reading the posts on the stray cat situation and I was just flabbergasted...lol I mean come on if they are truly domesticated cats they will go on home after doing their thing outside...if the are wild they roam around, eating what they can and live under peoples houses and what not...and may I point out that stray cats carry disease and vermin, rabies etc and are in fact a danger to the children that have no idea the dangers of playing with stray cats. If you dont like the way the city is trying to control the stray animal population then buy a friggin farm and house them all....good luck with that.

Oh and by the by.... I'm starting to notice a trend on here as well on the "other" opinion page, that when "opinions" differ then the arguing and blocking people starts. you shouldnt open a page and ask for opinions if you cant take the ones that are not the same as yours. i also have a inside/oustside cat but i have a collar on him with a bell because there are a couple of strays that look like him...i also inform my neighbors he's mine...oh yea he's also fixed so i dont have worry about him knocking up the neighborhood ferals..

Pasta Salad & Tamale Soup

A friend of mine from church asked me for these recipes and since this is the first time I’ve ever typed them up I thought y'all might like to have a copy as well. Enjoy.




Pasta Salad
1 package of twisted pasta (I use the kind made of vegetables)
salt – add while pasta is cooking
2-3 cucumbers sliced or diced
2-3 cans of sliced black olives – drained
1 med. bottle of Kraft or Wish-Bone Italian Dressing (reg. NOT non-fat)

Cook the pasta for about 10–12 minutes. They should be done not chewy and drain well under cold water. Add your cucumbers, black olives and Italian dressing and mix WELL.

Preferably this is better when you make it the night before so that everything has a chance to marinate but it can certainly be eaten as soon as it’s made. Also it can be stretched as much as you like by adding more cucumbers and cans of black olives.





Tamale Soup
1 large can of Hormel Tamales
1 or 2 cans of (loose) corn – drained
1 can of crushed or diced tomatoes (spicy kind if you like)
shredded cheese (optional)
sour cream (optional)
salt to taste – if needed

Break up a few of the tamales and crush up a few more; this adds body and texture to the soup. Add the corn and tomatoes and cook until everything is headed all the way though. Since everything is already cooked really you’re just warming it all up. Then added shredded cheese and or sour cream. You could even add tortilla chips. This soup can be stretched as much as you need it to be by added more cans.

Meow!  The Jewel Box Theatre opens its 55th season Thursday, August 23rd, with the hit Broadway musical “Cats”.  Based on “Old Possum’s Book of Practical Cats” by T. S. Eliot and composed by Andrew Lloyd Webber, “Cats” is the second longest-running show in Broadway history.  This production is choreographed by Susan Wedley Webb; the set decoration is by Dale Morgan; and the all-around amazing cast features the talents of former Miss Oklahoma, Makenna Smith, all under the direction of the inestimable Chuck Tweed.  Come out and enjoy “Cats”, the first delight in a hallmark season dedicated to the memory of Martha Knott.





Shows run Thursday through Saturday evenings at 8:00 PM and Sunday afternoons at 2:30 PM, through September 16th.  Call 521-1786, Tuesday through Friday, from 1:00 until 6:00 for reservations, or, to keep the fun going, why not buy a season ticket?  Your $50.00 not only buys you a ticket to “Cats”, but seats for five more shows to keep you entertained for the entire season.

Questions Raised About Second City Council Executive Session

It has been brought to the attention of the Altus Times that some are questioning what could be an inadvertent violation of the Open Meetings Act during the Tuesday, Aug. 7 City Council meeting. During the meeting, shortly before the Council exited for the executive session, member Rick Henry asked to be able to introduce a new business item and asked for advice on when to do that. A new business item had just been given to him the previous day and needed to be discussed in an executive session. Henry asked Mayor David Webb if the matter should it be introduced in the executive session or reintroduced in new business and then have another executive session. Webb deferred to City Attorney Catherine Coke, who said to introduce the item in new business and they’d hold a second executive session. Webb verbally agreed with Coke’s decision.

The item was introduced in new business and the second executive session was held. No action was taken when the Council returned to open session.

The question involving the Open Meetings Act regards the new item, which generated the second executive session. Neither the executive session, nor the item was on the agenda.

According to the Open Meetings Act (Oklahoma State Statutes Title 25, Section 311, B.1.), all items are required to be listed on the agenda. But items that are in new business, by definition, cannot be on the agenda. As stated in Section 311, 9., “‘New business’, as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting.”

Mayor Webb said, on Wednesday morning (Aug. 8), he “put the Council on notice of a possible violation of the Open Meeting Act.” He said he notified Oklahoma Municipal League (OML) Legal of the situation and asked for a statement of law or remedy, and has not heard back from them (as of press time today). Webb said it was fortunate that no action was taken on the second executive session item. If the Open Meeting Act was violated, that action (taken in the second executive session) would be invalid.

Webb also said that if any action or discussion regarding that item is brought before Council in the future, it would be properly posted on the agenda.

An Attorney General’s Office Public Information Officer told the Altus Times that their officers are allowed to conduct business within parameters. Officers may read the written law to a caller, discuss the written law with the public, but officers, because they are not attorneys, cannot interpret it. Officers may refer people to a local District Attorney’s office for cases requiring prosecution. The Public Information Officers are also able to provide legal research sources.

Council member Rick Henry said the item introduced in the second executive session was for Council information only. “I’d received the information just the previous afternoon, so it could not be on the agenda. Before I introduced the item, I sought the opinion of Mayor David Webb, who then asked Catherine Coke. Both of them said to introduce the item in new business,” Henry explained. “No action was taken on the item,” he added.

*Note: Mayor Webb explained the second executive session should be viewed as a separate meeting. If a violation occurred, it would not invalidate the City Council meeting, nor the payroll or other sections that were approved therein.

Police: Personal Cell Phone Records Fraudulently Obtained, Distributed

Late yesterday, July 31, Altus Police Department revealed they are conducting an investigation on fraudulently obtained personal cell phone records. The phone records were for a personal cell phone, not a work-provided phone. Asst. Police Chief Mike Turner gave the following release regarding the crime:

“On July 12, 2012 the Altus Police Department received a complaint from victim, (recently reinstated City Electrical Superintendent) Dan Scott. Scott reported that a person or persons obtained his personal cell phone records without his consent and disseminated them to various people within the city. The Altus Police Department is currently conducting an investigation into this offense, and is in the process of obtaining subpoenas in an attempt to identify the persons responsible for this felony crime. The results of this investigation will be forwarded to the District Attorney’s Office for the consideration of criminal charges being filed against them.”

How easily could someone obtain cell phone records for any of us? It’s not that easy, according to leading cell phone companies.

U.S. Cellular

On the U.S. Cellular web site, “www.uscellular.com/privacy#cpni”, their company states, “Access to call detail or text message detail is available only by registering for online access to billing information through MyAccount, calling and requesting a copy to be sent to the customers billing address or obtaining a copy by visiting one of our company owned retail stores.” They stipulate that “You or your Authorized user will be asked to present a valid government issued photo ID when requesting information.”If the person obtained the records through an online process, the web site also states, “U.S. Cellular automatically collects information on those (customers) visiting the web site.” The information they collect includes “domain type, IP address and clickstream information”.

Verizon

Verizon collects even more information on their online visitors, even about those who do not have accounts with their company. According to their privacy page, “www22.verizon.com/about/privacy/policy/#infosecurity”, they state, “When you browse Verizon websites, information is collected about your device and your visit. We also collect data about your browsing, searching and buying activity as you interact with our sites. We may collect and use your IP address, mobile telephone or device number, account information, web addresses of the sites you come from and go to next and information about your connection, including your device’s browser, operating system, platform type and Internet connection speed. We use this information for operational and performance measurement purposes including monitoring statistics such as how many people visit our websites; which pages people visit on our sites; how much time is spent on each page or; which browsers are used to visit our sites.”

With these policies in force by major companies, it would appear that if cell phone records are fraudulently procured online, the carrier company has a good lead on how they were accessed. If someone attempts to obtain our phone records in the retail store, they will have to be designated as an authorized user and present a government issues photo ID.

ALTUS – A mayor-initiated investigation into one of Altus' highest-paid city employees eventually just resulted in the city having to pay the employee for 150 days of work while he sat at home before returning this week.

City council members voted 7-1 July 28 during a special hearing to reinstate Dan Scott, Altus' electrical superintendent. Scott was placed on paid leave Feb. 23 after Mayor David Webb made a recommendation for his termination. Scott also accrued vacation time during his absence, Ward 1 representative and Vice Mayor Rick Henry said.

Because the issue was an internal personnel matter, the initial cause of Scott's suspension, and any evidence found during the investigation will remain confidential, Webb said Thursday. Scott could not delve into details regarding the investigation or why he was placed on leave, as he still has to meet with his attorney, he said. He returned to work Monday.

The city's fourth-highest paid department head, Scott makes $85,072 a year, according to the Altus Human Resources Department. That means he earned close to $35,000 during his nearly five-month stay off the job.

In the end, the council felt a lack of consideration for due process resulted in Webb's recommendation being denied, Henry said.

“Dan Scott didn’t win – the process won,” Henry said. “Protecting the process was more important than anything. Never once did I fight for Dan Scott’s job, but I did fight for the process.”

The decision to reinstate Scott was made before any evidence from the mayor’s investigation was even produced, Henry said.

“The council found due process had really not been followed properly,” Henry said.

Webb disagreed. He said that he felt he had worked within the parameters of due process and that Scott was not put at a disadvantage during any point in the investigation.

“We (Webb and the council) definitely had differences in the procedural process, and I have sought legal advice all along the way,” Webb said. “Throughout the process, I was concerned about making sure at every procedural conflict that (Scott) was protected.”

Webb’s and the council’s differences hinged on the interpretation of two state statures under Title 11 outlining mayoral power and how those statutes related to Altus’ policy outlining mayoral power, Webb said. Neither Webb nor Henry would say what specific problems the council had with Webb’s investigation process.

The council had been notified previously of the investigation, but Saturday was the first time it was able to meet and discuss the issue. The council received a packet six weeks ago from the mayor outlining his investigation, Henry said. The investigation had not been brought up during previous council meetings, according to meeting minutes. Saturday’s hearing was arranged via email.

“We knew there was a big investigation going on,” Henry said. “We were told to internally stay out of it so that we could be a non-biased hearing panel.”

Henry has heard concerns from citizens regarding Scott’s paid absence, he said.

“Remember, we cut payroll 10%,” Henry said. “A bunch of good people that worked for the city don’t have their jobs today, and we have one of our highest-paid employees sitting at home getting paid?”

Henry could not comment on the specifics but did say it involved eight different issues. Saturday’s hearing was a learning experience for the city, Henry said.

           “It was evident that our rules are weak, and we have zero rules in how we handled the hearing for this,” Henry said. “We have to roll up our sleeves as to how we need to go do this in the future.” The council and Webb had differences regarding the outcome of the meeting, but Webb did say Thursday that he’s willing to move forward and work together as a community to ensure a similar technical incidence does not happen again.

          “What I’m committed to doing is having a public meeting reviewing the policies and procedures and recognizing what we have to do to maneuver within those guidelines,” Webb said.

As vice mayor, Henry was the head of the meeting until the council voted to bring in an outside attorney from Muskogee, Joseph Vincent, to mediate the proceedings.

“We hardly vote 7-1 on anything,” Henry said. “The council thought this was the only direction we could go.
